Three forces were involved in the creation of large gardens and parks. The garden owners, usually wealthy princes, aristocrats and patricians, commissioned extensive parks, which, like the palaces, were also a symbol of power and status.

The garden designers supplied the ideas and concepts, submitted in the form of detailed plans. It usually took several years to implement these plans. Clients frequently had particular wishes and ideas of their own, which the designers had to incorporate.

The gardeners were responsible for implementing the plans. Considerable practical skill and sensitivity were required to create the gardens in all their complexity and look after them.
